The so-called “Tax Authority”. “Cutro Decree” (Legislative Decree 20/2023, as converted by Law 50/2023) amended Article 23 of the Consolidated Immigration Act (Legislative Decree 286/1998), placing the entries of non-EU foreign citizens residing abroad who have completed professional and civic-linguistic training programs approved by the Ministry of Labor and Social Policies outside the quotas of the Flows Decree.
